Television execs/suits out of touch or do they have bad taste? - why did family guy get cancelled twice

With reference to Arrested Development, Family Guy twice, Freaks and Geeks (some say Jericho?) It seems that these programs are generally decent, if not good. I still be paid. Some of my assumptions:
1.Ares receive a low rating, and ergo, no money through advertising, etc.?
2.Are these programs that are wrong w debates?
3.Are executives simply unrealistic?
Perhaps I've missed something, but most prime-time shows are terrible! Why do these programs get the ax? Please do not respond by saying, "Well, the shows suck!" I loved just as examples, everyone should cool a show that was killed by unknown reason to know. Thank you.
